Public Guardian Abuse of Families


Call me Eddie Evans. I own Biosafe, and after death cleanup company. People like me clean up after homicides, suicides, and unattended deaths (usually decomposition). I live in Orange County, but I do not clean after homicides, suicides, or unattended deaths in Orange County.

Why?

Because our administrator's employees often have first contact with grieving families in need of professional cleaners, they refer these families to my competitors for kickbacks. Of course this is wrong.

Our coroner's employees do the same. As a consequence, I do not clean in Orange County, with a few exceptions. These exceptions include those times when families ignore county employee referrals and go to the Internet. Since I have hundreds of pages on Orange County's Internet space, these families usually find me, find my better services, and find my lower prices.

Public Administrator

We trust our Public Administrator to protex deceased tax payers' assets. We trust our county administrator to manage affairs for our deceased residents when they have no known heirs, no will, no named executor or an executor who is ineligible, or not immediately available.

We trust our Public Administrator The PA searches for assets belonging to the decedent, arranges for the interment when there are no known relatives, makes a search for heirs, and acts as administrator of estates when named in a will or when heirs request such service.

Public Guardian/Probate Conservator:
The Public Guardian/Probate Conservator responds to referrals from Adult Protective Services, local law enforcement agencies and the Superior Court to investigate persons, usually elderly, who are unable to properly provide for their personal needs of physical health, food, clothing or shelter, who are at risk of undue influence by others, or whose property is subject to loss, injury, waste or mismanagement. When appointed by the court, the Public Guardian assumes responsibility for care of the person and his or her assets.

Public Guardian Conservator ship Program for Gravely Disabled Mentally Ill Persons:
The Public Guardian/LPS Conservator investigates the need of a temporary conservatorship to obtain mental health treatment for persons who are gravely disabled due to mental illness. During the investigation alternatives to the conservatorship are explored. If the court appoints the Public Guardian as conservator, we assume responsibility for the overall welfare of the conservatee including placement, treatment and management of the conservatee's assets.

Real Property Sales:
The Public Administrator/Public Guardian conducts private auction sales to sell real property belonging to decedents and conservatorship estates that we administer.  The auctions are held at the Public Administrator/Public Guardian offices at 1300 South Grand Avenue, Building C. in Santa Ana. Listings of the available properties are published in a general circulation newspaper and are posted at the above address. Keys may be checked out to inspect the properties prior to auction.

Personal Property Sales:
Items such as furniture, jewelry, tools, and art objects belonging to the estates of conservatees and decedents are sold at auctions held at the Public Administrator / Public Guardian warehouse. Items from each estate will be sold in one lot. Auctions are scheduled periodically with a three day midweek inspection period, normally Tuesday and Wednesday from 9 A.M. to Noon and 1 P.M. to 5 P.M and additionally on Thursday from 1 P.M to 5 P.M. Sealed bids may be submitted no later than 5 P.M. Friday of the sale week.

 

Many times, probably all the time, when our Orange County Administrator employees receive a death case, fraud occurs. How? It happens that our Orange County Administrator employees receive orders from above to administrate an estate. Some of these estates belong to decedents victimized by homicide, suicide, and unattended deaths.

When relatives are not available or capable of caring for a decedent's estate, then our county administrator's employees stop in. Their job require paying bill to keep properly taxes, water, and such up to date. Of course, they're charged with reaching relatives to help take charge of affairs.
